These Terms and Conditions describe the privacy policy and procedures of our website, eyc.ge, operated by LEPL “Tbilisi Sports and Youth Centre,” regarding the collection, use, and disclosure of your information when you use the service we provide. They also inform you of your rights in relation to your personal data and explain how the law protects you.
We use your personal data to provide and improve the Service. By using the Service, you agree to the collection and use of information in accordance with these Terms and Conditions.
Definitions
For the purposes of these Terms and Conditions:
• Profile – a unique account created by you during registration on our website for access to our Service.
• Website – eyc.ge.
• Personal Data – any information relating to an identified or identifiable natural person. A natural person is identifiable when they can be identified directly or indirectly, including by name, surname, identification number, geolocation data, electronic communication identifiers, or by physical, physiological, mental, psychological, genetic, economic, cultural, or social characteristics.
• Service – functionalities within the Website, including: the ability to register, create a profile, obtain a card, connect with partner organizations, and use their offers.
• We / Us – LEPL “Tbilisi Sports and Youth Centre.”
• You – a natural person who is a citizen of Georgia aged 18 to 29 inclusive and registers on the Website to access available offers, or a legal entity that has access to and publishes offers on the Website.
• European Youth Card – a nominal discount card issued within the international programme aimed at addressing the needs and interests of young people. The card provides privileged access to information, products, and services in areas such as education, vocational training, exchange projects, transport, accommodation, leisure, culture, sports, etc.
• Classical European Youth Card – the digital card obtained through registration on the Website and payment of the annual fee to the programme’s coordinating organization, the Tbilisi Sports and Youth Centre.
• Co-branded Card with Bank of Georgia – the European Youth Card issued to authorized persons by the programme’s partner, JSC Bank of Georgia.
• European Youth Card Holder – a natural person who is a citizen of Georgia aged 18 to 29 inclusive.
• Partner Organizations – organizations that register on the Website and publish offers for holders of the European Youth Card.
• CCDB Code (Cardholder Common Database Code) – a unique registration code in the international database of European Youth Card holders, used to verify card authenticity and ensure access to services.
• Partner Organization Offer – a new product/service or a discount, priority access, or any other special condition related to an existing product or service, specifically intended for European Youth Card holders and improving their access.
• Voucher – a unique code or electronic confirmation that grants the cardholder the right to access a specific product/service under predefined conditions.
• Force Majeure – circumstances beyond the Centre’s reasonable control (including but not limited to natural disasters, war, mass unrest, emergency or martial law, changes in legislation, large-scale technical failures in communication networks, power outages, and similar events) that make the correct functioning of the Website and/or Service impossible.
Collection and Processing of Your Personal Data
Your personal data is collected when you confirm your agreement to these Terms and Conditions during the registration process and creation of your personal account on the Website.
When using our Service, we may request personal identifiable information that may be used to contact or identify you. Such information includes:
• Name and surname
• Date of birth
• Personal identification number
• Email address
• Telephone number
• Address
• Your IP address, browser type and language, login time
• Information on registered complaints
• Information on how you prefer to interact with us and similar information
Legal Grounds for Processing Personal Data

Purposes of Personal Data Use
We process your personal data for the following purposes:
• To manage your account: registration management, enabling access to various services unavailable without registration.
• To collect necessary data such as name, surname, and personal ID for identification.
• To determine age since only individuals 18–29 can hold the card.
• To communicate regarding card expiration, payment, etc.
• To manage your requests.
• To maintain and improve our Website.
• For data analysis and service improvement.
Data Security Measures
We apply technical and organizational measures including restricted access, monitoring, data minimization, and backups.
Transfer of Personal Data
We ensure secure processing, and no transfer occurs without adequate safeguards. Only the CCDB code is stored internationally.
We may transfer data:
1. To third parties based on your explicit consent.
2. To partner organizations under MoUs when necessary for service delivery.

Data Storage
Data is stored for legally defined periods.
Your Rights
You may request information, access, correction, update, deletion, destruction, restriction, transfer, or cessation of processing. Requests are fulfilled within 10 working days.
Use of the European Youth Card
• Cardholders may use all discounts.
• CCDB code transfer is prohibited.
• Card is digital only.
• Fraud allows cancellation.
• Card validity: 1 year; 60-day reactivation.
• Payments secure; banks process them, not us.
• No dual cards allowed.
• Co-branded card holders cannot request classical card until cancellation.
• Annual fee: 14.90 GEL; no automatic billing.
Communication
By agreeing, you consent to receive updates and offers via email/SMS. You may unsubscribe at any time.
Use of Discounts and Vouchers
• All cardholders may use published offers.
• Rules defined by partner organizations.
• Partners may verify card validity.
• Centre not responsible for intl. discount issues.
• Complaints via [email protected]
• Voucher transfer prohibited.
• Centre is not a contractual party between users and partners.
Payment & Refund Policy
• Fee is non-refundable after activation, unless service failure is our fault.
• No refund if user turns 30.
• Refund possible for technical errors within 10 days.
Withdrawal of Consent
You may withdraw consent anytime; processing stops unless other grounds exist. Card cancellation triggers profile cancellation.
Permitted and Prohibited Behavior
Prohibited:
• Data/code/voucher transfer
• Fraudulent registration
• False information
• Unauthorized system access
Limitation of Liability
• Centre not responsible for partner offer failures or product quality.
• Not responsible for issues with intl. discounts.
• Not liable for indirect damages from outages or force majeure.
• No guarantee of uninterrupted Website operation.
Intellectual Property
All content is property of the Centre or partners. Use requires written consent unless legally permitted.
Legal Requirements
We may disclose data when required by Georgian law.
Personal Data of Minors
Only persons aged 18–29 may use the Website. No minor data is collected.
